Matthew 5:25-26 To pay the last farthing signifies...

25 Agree with thine adversary quickly, whiles thou art in the way with him; lest at any time the adversary deliver thee to the judge, and the judge deliver thee to the officer, and thou be cast into prison. 26 Verily I say unto thee, Thou shalt by no means come out thence, till thou hast paid the uttermost farthing. -Matthew 5:25-26 Bible, King James Version

1015. "...To be delivered to the judge, and by the judge to the officer, and by him to be cast into prison, describes the state of the man who is in hatred after death from his having been in hatred against his brother in the world, "prison" meaning hell, and "to pay the last farthing" signifies the punishment..."

The state of consciousness of a person in the inner worlds determines whether or not they are in hell. Regardless of whether or not they feel justified in their hatred or anger towards another person these negative feelings will drag this spirit down to hell. Once they change their state of consciousness they will no longer find themselves in hell.
